Wasco County is required to implement the Oregon Statewide Planning Goals and the Columbia River Gorge National Scenic Area Act. In 1983, Wasco County adopted a Comprehensive Plan to create a framework for how to implement the Oregon Statewide Planning Goals at the local level. In 1992, the Columbia River Gorge Commission and U.S. Forest Service National Scenic Area Office adopted the Management Plan for the Columbia River Gorge National Scenic Area. These two plans provide the basis for the Wasco County land use and development ordinances (LUDOs) and zoning maps that guide and regulate new development in Wasco County at the local level, outside of the incorporated communities.

Once you have located your zone, you can look up relevant criteria in one of the Land Use and Development Ordinances.
If you are in the National Scenic Area, look here. If you are in unincorporated Wasco County, outside the National Scenic area, look here.
