Planning Commission Agenda Packets, including copies of the application(s) and all documents and evidence relied upon by the applicant(s), all applicable criteria, and any staff reports, will be available online approximately seven (7) days prior to the hearing.

For Planning Commission packets and additional information, documents will be available online at: www.co.wasco.or.us/planning/planhome.html, click on Land Use Actions on the Planning Website Menu. There is a table for National Scenic Area applications and a table for regular County applications. Each table is sorted alphabetically by the name of the applicant. This information will be available until the end of the appeal period. After the appeal period ends contact the Wasco County Planning Office to review the application file. Copies of the file(s) are available for inspection at no cost and can be provided at reasonable cost

3:00 pm Hearings:
(1) Continuation of Appeal by owners Tom Delzell and Julia Rouzie of the Planning Director's decision to deny a request for a Conditional Use Permit and a Subject to Standards Review for the conversion of an existing unlawfully placed 2-story dwelling (384 square foot footprint, with approximately 367 square feet of attached deck) into a hunting cabin/lodge, and approval of a 14' x 8' x 8' tall wood storage building; and a Modification of Fire Safety Standards.

(2) The request is to construct a 2,400 square foot dwelling and chimney and a 576 square foot attached garage. The property is approximately .79 acres in size and is located in the Special Management Area (SMA) per the National Scenic Area Management Plan. Staff recommends denial of the request based on the inability of the request to meet the requirements set out in the Wasco County National Scenic Area Land Use & Development Ordinance concerning new dwelling located in the SMA

Joint Work Session between the Wasco County Planning Commission and City of The Dalles Planning Commission. The purpose of the work session will be to discuss expansion of the Urban Growth Boundary in proximity to the City of The Dalles. More specifically, overview and discuss the following:
    . The cooperative process needed to change an Urban Growth Boundary among cities, counties and, where applicable, regional governments.
    . The pertinent studies conducted demonstrating the need to expand the existing Urban Growth Boundary to accommodate future land needs, urban population, housing, employment opportunities, livability or uses such as public facilities, streets and roads, schools, parks or open space. (Note: this discussion will be accompanied by a power point presentation outlining the study areas looked at and constraints to boundary expansion).
    . How expansion of the Urban Growth Boundary would enable future rezoning of property from National Scenic Area to county zoning until annexed into the city.
    . The process and respective authority to apply to the Gorge Commission to make revision in the boundary of an Urban Area within the County's jurisdiction.
    . The need to amend the Wasco County Comprehensive Plan as part of the proposed amendment to the Urban Growth Boundary.
    . Anticipated timeline and process to submit an application to amend the Urban Growth Boundary in proximity to The City of The Dalles.
    . Other pertinent issues and relevant information (e.g., history of the National Scenic Area, prioritized work program priorities, other jurisdictional interests, federal and state rules, processes, etc.)
