Summary:
It is essential that this position perform complex clerical duties in regards to assessment functions and maintaining the tax roll. This position requires working knowledge of laws relating to assessment and taxation and the ability to apply these laws and regulations. This position also performs duties of a clerical nature, such as word processing, filing and computer data entry. This position assists the public and directs public inquiry to the appropriate person within the office.  Assists in the administration of assessment programs and maintenance of assessment and tax rolls.  Specializes in the Tax Clerk function and maintenance of the exemption programs.  Provides back up and cross-trains in the functions of personal property, deeds recording and name/address updates as directed by the Assessor.

MINIMUM QUALIFICATIONS

Essential Functions (greater than or equal to 90% of time):

  • Primary Tax Clerk function:  Opens mail, processes payments, handles incoming phone calls, assists customers, balances daily receipts and prepares bank deposits.
  • Administers assessment programs, processes applications for special assessments and exemptions.
  • Assembles statistical data, compiles reports for other departments, title companies and other agencies.
  • Enters data from a variety of documents into a variety of computer formats using computer terminal equipment.
  • Applies a working knowledge of laws related to assessment and taxation and assists in the maintenance of the tax roll.
  • Assists the public by providing information about property values, location and taxes.  Ability to explain requirements of special programs and general information about these programs.
  • Employee may be required by their manager to perform any of the duties described in his/her position description, and other duties which may be necessary or desirable and for which the employee is qualified.

Secondary Functions (less than 20% of time):

  • Maintains advanced computer skills necessary to perform complex tasks using a personal computer with required office software
  • Maintains an in depth knowledge of Assessor/Tax Collector’s mainframe and PC databases and their operation.
    • Has an extensive knowledge of word processing, spreadsheets and database inquiry and maintenance.
    • Attends and completes classes and other training as directed by the Assessor.
    • Cross trains to perform duties in the assessment, tax and appraisal sections as directed by the Assessor.
    • Assumes responsibility for assessment, tax and appraisal functions as directed by the Assessor/Tax Collector.

Scope and Accountability:

This position works under the supervision of the Assessor/Tax Collector.

Required Education and Experience:

  • High School Diploma or GED
  • Ability to operate data entry equipment rapidly and accurately.
  • Ability to identify errors and transpositions in numerical and written information.
  • Ability to receive and understand verbal and written directions.
  • Ability to establish and maintain harmonious relationships with other employees and the public.
  • Ability to work well under pressure and meet deadlines.
  • Must have regular and predictable attendance.
  • Musthave good cash handling skills.

Preferred Education and Experience:

  • College or business school training and four (4) years responsible office experience.
